Section 16: Dedicated Sport Shooting or Hunting

Section 16 of the South African Firearms Control Act, 2000 (Act 60 of 2000), is designed for individuals who participate in shooting sports or hunting at a dedicated level. Unlike Section 15, which caters to occasional participants, Section 16 is intended for committed and active individuals who engage in these activities regularly and with a level of seriousness that requires specialised equipment and a wider range of firearms.

What distinguishes Section 16 most clearly from other licence categories is its broad allowance for a variety of firearm types. Applicants with valid dedicated sport shooting or dedicated hunting status may possess almost any category of firearm necessary for their sport or hunting requirements, including semi-automatic rifles, semi-automatic shotguns, large-calibre rifles, specialised long-range precision rifles, and competition handguns.

Another defining advantage of Section 16 is the absence of a statutory limit on the number of firearms an individual may own under this category. While Section 13 and Section 15 impose strict quantity limitations, Section 16 allows applicants to acquire as many firearms as they can responsibly justify. The key requirement is that each firearm must serve a legitimate purpose related to the applicant's dedicated activity.

Section 16 licence holders also benefit from generous ammunition allowances. Unlike Section 13 and 15, which limit owners to 200 rounds per firearm, dedicated sport shooters and hunters may possess unlimited ammunition provided they can demonstrate safe storage capacity and ongoing participation in their respective disciplines.

A firearm licensed under Section 16 is valid for ten years, aligning it with the validity period of occasional hunting and sport shooting licences under Section 15. This longer duration acknowledges the long-term nature of dedicated participation and reduces administrative burdens for both firearm owners and the Central Firearms Registry.

In essence, Section 16 provides serious shooters and hunters with a powerful and comprehensive pathway to acquire the firearms necessary for advanced participation. It is the most flexible category for private firearm ownership in South Africa, offering broad equipment options, no firearm quantity limits, and unlimited ammunition—balanced by high expectations of accountability, ongoing participation, and strict adherence to legal requirements.
